Fourth Transmission Pipeline - Thailand

Project Background / Scope of Work


PTT Public Company Limited (PTT) awarded the EPC contract to  construct a major new onshore gas transmission pipeline, the Fourth Transmission Pipeline (FTP), to transport gas from the Liquefied Natural Gas (LNG) Terminal at the Maptaphut Industrial Estate near Rayong to a tie-in station on the existing Wang Noi to Kaeng Khoi (WNKK) Pipeline in Saraburi Province, on 04 January 2011.  The purpose of the FTP is to serve the increasing demand for gas from power plants and industrial users along the route in Central and Eastern Thailand.  The Natural Gas Compression System was constructed under a separate contract.

The gas quality will be controlled at the inlet of the pipeline, the FTP Gas Dispatching Facilities (GDF) at the LNG Terminal. There will be no requirement for mixing/blending facilities at the delivery location, the tie-in to the WNKK Pipeline. At the delivery location gas, after being regulated at Kaeng Khoi (KK) Station, will be allowed to flow directly to the Kaeng Khoi Power Plants and also to flow in reverse direction to the existing Wang Noi Metering Station and the Wang Noi Power Plant.

Subsequent to the above mentioned award, due to various contractual and schedule considerations, the Original EPC Contractor was terminated in early 2014. The EPC2 Contract is necessarily scoped for completion of the Work which remains to allow the operation of the FTP Project within the shortest time period possible.  Time is of the essence and the 12 month period, Award to Mechanical Completion (MC), is vital and of primary consideration to selecting a contractor.

Pipeline

     • Original Total Gas Pipeline Scope: 296.8 Km (42”) – MCD scope is 61KM.

     • 18 Block Valve Stations (BVSs) including a Midline BV Station which incorporates a Launcher / Receiver installation and related facilities

     • Total installed Gas pipeline by Punj Lloyd to be taken over by MCD under provisional sum: 237.1 Km

     • GDF and Related Facilities located adjacent to the new LNG Terminal.  This LNG Terminal is constructed by “Others”.

Office Facilities: Site offices shall be equipped with the following:

Services Provided 

Telephony 

Setting up IP-PBX to use VoIP  technology among the sites and remote locations wirelessly. Full integration between the on-premise IP-PBX and our cloud PBX to connect the service through our SIP truncks to locations where VPN is not established among the offices.

SIPTruck for international communication

Routing the calls through our SIP trucks to provided VoIP international communication at very low rates (almost %80 saving)

VHF Radios (not permitted)

VHF radio licenses are not permitted in Thailand, Therefore, we provided Unified Communication solution for the site workers and Engineer to communicate over our hosted PBX along the pipeline 350 KM, only where 4G is available.  

Advantages of UC (Unified Communication) along the pipeline\site area:

     •  Every crew\group has its own members and admin (engineer\supervisor)

     •  Big Savings: a person can use his own device to download the app and used it in replacement of the Radio.

     •  Reliable communication where Radio frequencies are not permitted
